IBA President Umar Kremlev Makes Open Offer to Stage Historic Floyd Mayweather vs. Manny Pacquiao Showdown

With excitement reaching fever pitch ahead of tonight’s Thrilla in Manila 2, the International Boxing Association (IBA) and MP Promotions, led by boxing legend Manny Pacquiao, held a high-energy press conference at Novotel Manila Araneta City earlier today — where IBA President Umar Kremlev made global headlines by expressing his open offer to stage a historic rematch between Floyd Mayweather Jr. and Manny Pacquiao.

“The world still wants to see Floyd Mayweather and Manny Pacquiao share the ring one more time — for legacy,” said Kremlev. “If both champions are ready, the IBA will make it happen. We are prepared to stage Mayweather vs. Pacquiao under fair, transparent conditions, with the respect and global stage they deserve.”

The announcement immediately sparked excitement among media and fans, marking what could be the most significant revival of one of boxing’s greatest rivalries. As for his return to the ring, Mr. Manny Pacquiao said, “There’s a lot of ongoing negotiations right now. I’m waiting for the final negotiations.”

“There’s a possible rematch with Floyd Mayweather Jr. Also, there’s a fight with [Vasyl] Lomachenko and another fighter. So soon, we’re going to announce the final fight and decision of what fight we’re going to push through.”

“I’d love to have a rematch with Floyd Mayweather. I hope we can understand each other and we can negotiate well.”

The press conference served as both a tribute to boxing’s storied past and a rallying call for its future. Thrilla in Manila 2 commemorates the 50th anniversary of the legendary 1975 clash between Muhammad Ali and Joe Frazier, one of the most iconic bouts in sporting history.

Their presence underscored the IBA’s growing influence and its mission to bridge the gap between amateur and professional boxing.

Kremlev and Pacquiao Unite for Global Boxing Growth

Speaking about his partnership with Manny Pacquiao, President Kremlev praised the Filipino icon’s legacy both inside and outside the ring.

“He is a living legend who’s helping not only boxing but so much more,” President Kremlev said. “Boxing is our joint home. Our union is so right because MP Promotions represents the face of boxing, kindness, and peace. That’s why we want to see all young boxers move forward like him. I am so thankful to Manny for joining our efforts.”

President Kremlev revealed that IBA and MP Promotions plan to open boxing academies in Manny Pacquiao’s name globally, nurturing the next generation of champions.

Set to take place tonight at the Smart Araneta Coliseum, Thrilla in Manila 2 features Filipino WBC Minimumweight Champion Melvin Jerusalem and Nico Ali Walsh, grandson of Muhammad Ali — a powerful symbol of boxing’s timeless spirit.

With IBA and MP Promotions working hand in hand, the event promises to blend history, culture, and world-class athleticism, reaffirming Manila’s place as one of boxing’s great capitals.

IBA Men’s Elite World Championships in Dubai

President Kremlev also discussed the upcoming 2025 IBA Men’s Elite World Championships, to be held from December 2–13, 2025, at Dubai’s iconic Tennis Stadium — featuring a record-breaking $8 million prize pool, the richest in amateur boxing history.

Prize distribution per weight category:

* 1st Place: $300,000

* 2nd Place: $150,000

* 3rd Place: $75,000

* 5th Place: $10,000

(50% to the boxer, 25% to the coach, 25% to the National Federation)
